The console version has been reported to have more technical issues than that of the PC release. This may be counterbalanced by being riddled with bugs in it's initial release thus far, which to be fair was a similar case for Fallout 3. There are, however, noticeable enhancements that scale from minor to major in just about every aspect of the game. I can say that Obsidian has met up to the predecessor and the game retains the same positive characteristics of it's predecessor, along with a lot of it's faults. Obsidian has been hard pressed to match to the quality of Fallout 3 in creating an atmospheric, hands off world for you to explore. The story is not a chronological follow up, as it takes place in Vegas instead of setting the previous game (Fallout 3) which was in Washington D.C. One effect from this is that it ultimately achieves the same feel as it's predecessor. The game is mantled under a new developer - Obsidian and they have developed the game using the same engine as Fallout 3. Fallout: New Vegas (FNV) is a follow-up to Bethesda's release of Fallout 3 in 2008.
